Whilst combat may not be the single most important factor in any decision, it certainly should play a part. The question was "why robot/androd/droid would be the most useful". A r/a/d that can perform well in combat will obviously have an advantage over a similar r/a/d that cannot. However, combat should not be the only consideration.
As for Data's capabilities....
Physically. His design gives him great mobility and speed, he is not restricted by poor terrain or cramped jefferies tubes. He is very strong and his reactions very fast! He is immune to telepathy and many weapons (including our modern automatic weapons). He can take "at least half a million amps" and survive. He is, to all intents and purposes (barring accidents or deliberate destruction) immortal.
Mentally. He is capable of accessing most computer systems, even those of very advanced races. He can calculate pretty much any mathematical problem very quickly. He can run any system on a Federation ship (and others). He has at least two college degrees and we know he has the capability to be a professor at Cambridge University (holding Newton's and Hawking's chair as Lucasian proffessor of Mathematics). He has shown the abilities to formulate new theories and new ideas. He has a fun and honest personality, and is fully sentient. He also has a conscience and has disobeyed the orders of living beings when he thinks they are wrong. He has shown that if all the crew are incapacitated, he can not only continue to control the ship, but also defend it effectively.
