..... Those who are "well-off" have far less incentive to change the system(s) - expect them to be much more "conservative" than those who are hurt by the current conditions. But even most(?) Conservatives (in politics) make all sorts of legislative changes that can be expected to benefit much more those who are "well-off" than those who actually need help.
