The place you're talking about is the 13th Street Cemetery. (Seriously). Located off Mill Street, it houses some centuries old graves. In high school, it was a popular spot for us to go park. One time my friend, who later became a policeman (which only adds significance if you believe they are honest) was driving down the hill away from the cemetery and a two headed goat walked across the road.
On the totally factual side, in the late 1980s graves were dug up in the cemetery and disturbed in some pretty horrific ways. This vandalism kept the place chained and unaccesible for a while, but it is open to the public at the present.
