“Moving Enga Forward Working Team”
the enga provincial government (epg) and the enga provincial administration (epa) form a team called ‘moving enga forward working team’. the team comprised of senior epg and epa officers from various sectors such as economic, political, social, law and justices, tourism, rural fresh produce, sports, health, education, rural policing and council authorities, etc. total officers should be about 15. the provincial administrator chairs the meetings, to be conducted bimonthly to develop development plans for all sectors of the district and wabag town.
all the existing and newly sector administration report to the senior officers to the team, who then report to the working team. the epg and epa should work their plan in closer consultation with the each open electorate members to ensure greater degree of cohesion and correlation in development plan ensure coordination over time, to avoid scope for overlapping and unsupported activities; which would lead to dissipation of limited resources and plan fiasco.
each district administrators and the enga provincial administrator report to a higher committee comprised of enga governor, as the chairman, and all the open members of the development processes.
this working committee should oversee that such facilities are established; however, the order of priority is important to determine which project are done prior to others; establishing strength and sustainability in chain of development plan.
the working team should ensure that all the districts have police stations and a minimum of 7 police officers stationed to attend to duties. The plan should ensure that housing and vehicles are provided. Allowances are incrementally increased. This project allows the projects below to proceed.
(b) all the development projects funded by the national government called district services improvement programs:
(1) district education improvement programme
(2) district health improvement programme
(3) district law and order improvement programme
(4) district transport improvement programme
(5) district water and sewage improvement programme.
*these funds are allocated in 2008 budget: Departments of Treasury and National Planning
enga has 5 districts so it means that there would be about K5.0 million spent in each district to develop 5 different services. a total of about K25.0 million to be spent spent in enga for these projects; this opportunity should not be jeopardized because the enga/ people of enga need. No person; could it be governor, open members, engan super consultants, engan intellectuals, crooks, conmen and conwomen should come in between to jeopardize the process. THE ENGANS NEED THESE PROJECTS AFTER MANY YEARS OF ------------------------??????????
we all should be aware that all funds are different from the enga provincial government budget from which each district have their own allocations.
It is a must that the engan people of all districts deserve to see five different projects in each district regardless of their sizes or scopes.
