Porgera Gold Mine and Enga Provincial Government
I have mentioned some aspect of the Tax Credit Scheme of the Progera Gold Mine. The enga provincial government is also allowed to comment on the determination of tax credit scheme programme.
the enga provincial government and the enga provincial administration are not performing is in regard to this issue is :
(a) the enga provincial government and the enga provincial government cannot develop a economic development plan for enga province. their non-performance is reflected in the ado-hoc operations they lead and also the ccurrent development stage of the project.
-any provincial government can fund free eduaction programme. this programme is supported mainly by the special support grant from porgera gold mine to the enga provincial government.
-any provincial government would have erected a centre such as ipatas centre. this centre is funded by the funds of the province; all engans own that building and strictly, it is wrong to call it a ipatas centre-which narrows the ownership notion but, at large, it is not owed by peter ipatas. the fund to erect that building did not come out from peter ipatas's own pocket money. but credit to him and his advisors, the idea was from them.
(b)because the enga provincial government and enga provincial administration cannot develop a enga economic development plan, the province operates on an ad-hoc basis. the enga provincial government and the enga provincial administration will not be able to effectively and efficiently conglomerate the projects of the district service improvement programmes (dsip), projects from the tax credit scheme (tcs), projects from the electorate funds (district support grant (dsg)), the special support grant (ssg) from porgera gold mine to epg, projects enga provincial government annual budget, projects from the national government under different sectors, projects from donor agencies.
if this aspect of the project funding mechanism is explored, you would be really ashamed to see such a very ulgy choatic array.
there is not economic development plan for enga that states all that i have mentions. there is thus, not clear alignment, cohension, intergrity, credibility and respect in this aspect of the province. the province is all over the place. the mandatory trust and electoratoral support of the people of the enga province is not being heard, prioritized by the enga provincial government, enga provincial administration.
where is the enga provincial government and enga provincial administration taking the people of enga to from five years now. (hope enga is not aken to a brothel for arse whip).

Enga Provincial Government and Special Support Grant
The enga provincial government, under the memorandum of understanding among the enga provincial government, independent state of papua new guinea, the landowners, and barrick/place dome porgera gold mine, receives about 2 per cent of the total support package called special support grant which amounts to about K5.0 million per annum. If you multiply K5.0 million by the number of years the porgera gold mine would in commerical operation; that is how much was given to enga provincial government.
frankly, you would hardly see any project been funded from this special support grant from porgera gold mine to the province. where doe the enga provincial government put all these funds to. i assum that ipatas centre, wrongly named, and the bsp building have been funded from the ssg. however, where is all the millions of kina which rightfully belong to the people of enga: the wapenanmadas, the wabag entrals, the laigams, the porgeras, the kandepans, koipiams, ambuns and the maramunis.
the national department of national planning and monitoring informed that about K25.0 million was released to the enga provncial government in special support grants mid-2007; please where the funds which rightfully belong to the people of enga.
