Tony,

I suppose we'll have to continue to spectate as long as NA is in power. Kaimii lets plan to play the game right next season. NA is not invincible, PDM was brought down by people's power, I am confident NA's days are numbered as well.

Let me add in few lines in regard only to the budgetary allocations in the 2008 Supplementary Budget:

(1)Comparatively, though almost all the elected political representives of Enga Province are in the Government of the day and some of them are senior ministers, 2008 Supplementary Budget allocation to the province is not sufficiently reflective of such facts. I reckon the current engan politicians are neither good public speakers as well.

(2)Budget Allocations

(i)Outstanding MOA Commitments - Porgera Gold Mine
The Enga Provincial Government and the Member for Laigam-Porgera Electorate seemingly did not negotiate any MOA fundings for the Porgera Gold Mine. Does this imply that all the MOA Projects for the Porgera Gold Mine have been completed and/or all the government fundings commitments have already been fully provided?

(ii)Funding for Transport Infrastructure Development

(a)Porgera-Togaba Rd - K20.0 million
(*)The project should start from Porgera and NOT from Togaba-Western Highlands Province. The Enga Provincial Government needs to do a better job here, should be assisted by the member for Laigam-Porgera Electorate.

(**)The Enga Provincial Government and all the respective open electorate members should counterfund this essential project to ensure the project is fully completed to esnure the security and safety of travelling engan people is very sound. The Enga Provincial Government and the open members should not jeopardize this project as the security and safety of the travelling engan people has been threatened due to deteriorating conditions of the road.

(b)Wabag Rd - K4.0 million
The Enga Provincial Government and the Minister Sam Abal have to counterfund this project to ensure the linking roads are upgraded satisfactorily.

(c)Kompiam Rd - K4.0 million
The Enga Provincial Government and the member for Kompiam-Ambun (Jpundari) should counterfund this project as well.

(d)Airport Upgrades - K20.0 million
The EPG and member for Wapananmanda should ensure that some funding from this allocation is used to fund the Wapanamanda Airstrip.

(iii)Other Spending Priorities

(a)Construction of 4 regional provincial treasury offices and other District Administration Offices to complete the district treasury office rollout programme - K26.0 million
(*)The EPG and all the open electorate members should request that the recent district treasury offices programme in Enga should be fully completed, thus funding be allocated accordingly.

(b)Church Run Hospital Partnership (PPP) - K14.0 million
The EPG and the respective open electorate members should request that all the Church Run Hospitals in the province should be funded and thus, funding be allocated accordingly.

(3)Members and the People of Enga

"The People of Enga wait to see these projects as well as all the projects under the normal budget be delievered fully to them by the elected members."
