The contractor is always there to maximise profit, be it Panda Builders, Niugini Builders, Hornibrooks or whoever it may be. In the absence of techincally competent Project Managers, how can quality assusrance be managed. The contractor will always quote for premium product and supply sub standard materials to maximise profit unless the project manager knows the difference between the materials used.

I think there are too many con engineers going around in Wabag who in reality do not know the difference between concrete compressive strengths, steel grades and the list goes on. The infrasture built is as good as the person looking after it's construction.
