Please Freddie Jeffery Apakali of Kaipremanda (keas) village of yakale clan, pls I'm expressing my freedom of press. pls larim stap. It needs to be seen and commended. If you remove this...then remove the other that people r talking about governor.
do not just hate ipatas because your father hates him. Be a responsible educated engan.
I do not support governor too but people have gone too far beyond the expected level of talking.

We, the Enga students of the University of Papua New Guinea took the initiative to go all the five districts of Enga to carry out a mass awarness campgain on tribal fight and Hiv/Aids alone. And we have written to all our MP's and all other business houses for assisrance. However,
most of our MPs have not responded, Only DOn Polye promised us with a vehicle. All they said was no money.

However, A month ago, our two dailies reported that Philip Kikala -the Member Lagaip Pogera has donated K5000.00 to the Body Builder, Donald Kaiwi's Fundraising function. Lagaip Pogera is the most troubled district
in thecountry where there is tribal conflicts everywhere and he should have atleast helped us instead
of pumping money where his mouth is. He made the highest contribution to the NA's president's son who will contribute nothing in sovling problems
in Enga. Please, set your priorities right for the benefit of majority of the
citizens that you represent, do not spend money our money to please your political cronies.
Please Help Enga for a better Papua New Guinea tommorow.

To Enga Ombudsman,

I appreciate your outright views and your freedom of speech.
I would just like to point out a couple things to correct your thoughts against my actions, your narrowed assumptions and how you have decided to address me.

Firstly I do not hate the Governor just because your narrowed thoughts and experiences draw upon the fact that "my father" dislikes the Governor (if so??). This in no way warrants a situation for me (personally) to dislike someone, if at all ANYONE!!. I have more better things to do in life than to prey myself against any situational or atmospheric circumstances. There is a good old saying among people who've visited Las Vegas in the USA. "Whatever happens in Vegas stays in Vegas". With a lack of better analogy to portray the situation back home, I'll use the Vegas analogy. Whatever happens back home in Wabag stays in Wabag. So don't get me mixed or drawn into that narrowed conclusion yur already drawing on. And also note that I do not get fed (food) from home but through my efforts where ever I reside.

Secondly, you like anyone else on this forum have the right to express outright all you think and care and wish to say. The only time I come in to discard messages from this forum is when there is a direct/personal attack on another person/user OF THIS FORUM. A direct insult, character defamation or such against a loyal user on this forum with the potential of drawing threads upon threads of messages, hence a EYE SORE for the public. That is the only time you'd realize a message/thread has been removed. I hope I am making myself very clear to you.

Third, for whatever reason you did, you did not have to go to that extend publicizing my identity. Not that it defames, discredits or hurts me in anyway. I care less where one specifically originates from and that includes you (whether yur my "paralimaki" or not), rather see myself as an Engan and a Papua New Guinean. So next time should you prefer to address me how you just did, I'd suggest you send me a direct email, rather than distract the uninterested public.

Finally, your message posted about the UPNG Campaigns against HIV/Aids is loud and clear. And I see no reason to removing your message, as long as its kept clean and to its intended contextual subject. You have the same level of respect anyone else has on this forum.

Dear esteemed citizens of Lagaip-Porgera, Engans, and Papua New Guineans of the Forum;

Please do not consider the unfounded accusations of this imbecile who hides by the name "Enga Ombudsman". (After my repeated and explicit explanations, one wonders how this so-called tertiary student entered a university considering his lack of comprehension for basic reasoning.)

Here are the facts from my conversation with the Lagaip-Porgera MP and Vice-Minister for National Planning & Rural Development (Hon. Philip Kikala) on November 20, 7PM PNG time (6PM Japan time).

1) Mr. Kikala NEVER donated K5000 to Mr. Donald Kaiwi (Mr. South Pacific) at the fundraiser as the media implied. It is not surprising considering the amount of erroneous reporting committed by the media recently that they have mixed up the facts altogether. Mr. Kikala only contributed K1000 as it was the normal amount expected of all NA-elected MPs. The wealthier Minister for Works and Kandep MP Don Polye, who served as state minister for 5 consecutive years, was generous and donated the alleged amount (K5000).

2) The Department of National Planning and Rural Development would NEVER acquit funds for such non-electoral expenses relating to personal donations. Rather, the budgeted K10 million for each electorate has been allocated specifically for rural development projects. There are criterias and procedures that have to be followed before funds to the tune of K5000 can be released. Mr. Kikala, above all citizens and MPs, knows this as he was one of the engineers who created and merged the Office of Rural Development. Understanding the plight of the rural sector, he initially urged the government to increase rural development funds for electoral projects alone. K5000 is a considerable amount deserving scrutiny and due process, hence it would be IMPOSSIBLE to acquit funds for such purposes. Even if Enga Ombudsman is implying that the donation came from the MP's entire pay packet, than I would most certainly be surprised considering the accumulated post-election debts and expenses e.g. flying and shipping supporters back home.

3) Mr. Kikala understands the issues affecting his electorate and knows it is one of worst electorates in the province and country in terms of social unrest, rising HIV/AIDS cases, lowest literacy rating, poverty, etc.. And he has already developed a 5 year plan which includes a 24-hour HIV/AIDS counceling clinic to be based within the premises of the Laiagam-based Niungu Hospital and Paiam Hospital (via PJV assistance), and the facilitation of police in the electorate through housing, vehicles, patrol expenses (fuel) and weaponry not to mention the return of Laiagam High School, a hyrdo-plant and pyrethrum factory. Mr. Kikala has even begun to address the issues by being physically present to thwart tribal wars in Laiagam (i.e. Wapan tribal dispute) and ordering the Enga Provincial Government to revoke all liquor trading licenses in Porgera.

* None of the current Engan MPs will ever assist the UPNG Enga Students' Association because past experiences have shown that there is lack of accountability and abuse of funds. I even doubt if Enga Ombudsman and his cohorts will recieve a vehicle as promised to the association by the Hon. Don Polye. Hence, I have personally taken the matter up with the Member. I would hope that other concerned MPs would follow suit. Since 2007 is on the verge of expiry, my plan is to have a UPNG Lagaip-Porgera students' HIV/AIDS awareness campaign commencing in Christmas 2008. There will be two teams based in Laiagam and Porgera respectively. They will be attached with the Laiagam and Porgera District Administration offices. We will also seek partial funding from PJV for this worthy exercise. I commend Enga Ombudsman for this idea, however, I will not involve the ESA has that will be a matter for each respective electoral MP to take up the cause. The open MPs are loners and do not function together on such matters (HIV/AIDS) inflicting the province, however, I would especially hope that Enga Governor Peter Ipatas may contribute to this umbrella students' association (ESA) at UPNG representing Enga.

* If you still feel the pains of being rejected by our Engan MPs, I would urge you to keep trying to seek funds from other sources such as notable Engan individuals, business houses and companies throughout Enga (e.g. PJV) or the National AIDS Council, Department of Health, etc. However, I challenge you to get the facts straight before running your mouth. You are in a better position to find out the facts for yourself in Port Moresby. Please let this be the close of discussion. Going further would only bore all other valued visitors of the Forum! Let us discuss more worthy issues..

It's good to hear a 5 year plan has been put together for the Lagaip Porgera electorate. That is the sort of planning that is needed for the progress of our electorate. Is there a possibility to get a copy of the plan once it has been completed and accepted at the District planning level?

I am especially interested in the proposed Hydro project for Laiagam due to some previous work I was involved in with a German company based in Wabag. Feasibility studies were concluded for projects around the province and I am sure the Planning office in Wabag has copies of this information.

Steve,

After all the hard campaigning by PKK to win the Lagaip Porgera seat, I suppose the next biggest challenge for PK is to be returned in 2012. That is a big challenge considering no sitting member for the Lagaip Porgera open was ever returned to Parliment for a second term in the last 5 general elections since Mark Ipu who was member for 2 terms. Gaining the trust and confidence of the mass is surely a challenge that needs PKK to plan and implement strategically. I am sure he does confides in you as you said in one of your thread so I suppose my suggestion for you to propose for the people of Lagaip Porgera is as follows.
1. Develop the Laiagam Health center to a stage where we could have couple of resident doctors and qualified nurses there. I read in a medical journal the other day of retired doctors from western countries willing to serve short terms in third world countries. There maybe be other avenues where doctors could be sourced from. I suppose that is one of the big challenges for PKK.
2. Secondly, I think PKK should look more seriously at rural electrification for the district. Energy consumption is a form of measure on the living standard around the world. Third world countries are low energy consumers basically due to the lack of it. The general trend with energy consupmtion is that once electricity is connected to an area the economy picks up in that area. More people will get into some form of economic activities which will result is improved living standards.
3. The third point is with regards to training. I think, the member should challenge Barrick Gold to assist him to set up a techincal college in the district. The current Technical Assistant (TA) training provided by PJV is a mockery to the people of Enga. The company did away with the apprenticeship training scheme and started this new scheme. Many Engans and our young people especially those from Lagaip Porgera have missed out on becoming fully pledged tradesman due to the infurior training scheme currently provided by PJV. I suppose it needs political interference to correct this big anamolity. There is a big demand for technical people around the world today and our people could have been on the world market had PJV and our past members of parliment played their part to set up a good technical college in the district or province for that matter. I believe it is not too late for this and PKK could be seen as the one to correct this.
4. There are vast areas in the district which could be used to produce organically grown food. There is a trend developing around the world today where people are paying premium prices for organically grown food. Most farmers in the western world use chemicals to grow and look after their farmed products. I suppose there is an opportunity for the member to engage the people in farming and find the appropriate market for these prodcuts using the consulates of the various countries based in POM. The land is where the people need to be, this will get people away from spending days playing cards beside road sides and wasting useful time.

I am sure there are other concerned people from our district that could contribute ideas that could benefit our people. I suppose this is our time to suport our member to help the people. Let's not waste time arguing or criticising the member, 2012 will come if we are not satisfied with his performance.

Steve,

The suggestions I have put forward to you to pass on to the member are things I have had always thought I could do if I were the member for Lagaip Porgera. Now, there can be only one member at any one time so instead of letting these visions live with me, I thought I'd rather share it with you for the development of our electorate.

One other suggestion I thought could work well for the district is to engage the educated/professionals from the district to help out in infrastructure developmental projects. We have many Doctors, Nurses, Agriculturlist, Engineers, Teachers, Acountants, Economist, Lawyers, Tradesmen and people of all works of life. I am sure anyone of these people if requested through the member's office for professional assistance would be quite happy to assist. I know of many of our boys and girls from the district who would be too happy to help out. Maybe the first thing is for a survey of the available skill level within the district. The identified skill can then be contacted to help out based on the projects planned by the district planning committee.

This is another valid point that deserves mentioning. Given the government funds available and insufficient market conditions we can do so little to sustain the cost of engaging professional Lagaip-Porgerans for the next 5 years. However, it's a good thing the government has increased rural development funding to K10 million for 2008 and I would expect this to continually rise so we can afford to engage their services and build other worthy infrastructures. State-of-the-art classrooms, hospitals, sealed roads and factories can never stand alone without the presence of highly qualified lecturers, doctors, engineers and agriculturalists running them. Intellectual and highly skilled manpower is needed to drive our electorate and province forward. Given the lack of adequate social incomes it could be an expensive exercise for the MP, provincial, and national government to annually budget for payrolls but we will attempt to analyse the socio-economic conditions and people's willingness-to-pay. The people should be prepared to pay their share of the costs of services. The government cannot afford to continually maintain such services. Hence we need to drive our policy strategically. If we can drive our agro-industrial policies home in line with the creation of other social and economic infrastructures, we can create visible incomes for our people at the end of 5 years so that they may in turn be able to afford higher costs of services. Agricultural growth through nucleus enterprise schemes, factories, and small agro-business capitalization is the key to the MP's strategy in beating poverty. However to reduce the costs, I am sure professional Lagaip-Porgerans would be willing to return and work if given the chance, regardless of the competitiveness of the wage level.

Firstly, I would like to apolozise to Freddie for addressing him in an unprofessional manner. I actually did that out of frustration because this is the third time he remove my postings. I'm very sorry for that.

Secondly, I have to make it more clear that I have the copy of the newspaper which stated the PK contributed K5000. I'm not a blind to put up things. IF it was a typing error done by our two dailies than, I'm very sorry on behalf of the ESA, forum members and even the media council of PNG.

I appreciacte the efforts made by PK. He was a top beaurecrat once and he has the Know how ability to develop PNG, Enga and LAgaip Pogera. I always support him. The thing that made me frustrated was that after 2 weeks of the delivery of the letter to his office -in which the answer was no money, he made that huge contribution to DOnald: and that is my concern. ANd I have the right lay any complaint to my elected MPs.

ANd finally, once again I'm sorry if my posting has hurt you. But next time do not remove my postings.

We may have many differences but one thing in common to all of us is we Love Enga. Thta must not be denied at all cost.

As a outsider looking in, with no affilation to any PNG member of parliament, I read your original posting where you accused Mr P Kikala of being a "drunk".

I was not surprised that posting was removed as your comments where defamatory and I also agree that some other postings where deleted because they where slanderous, and merely hearsay.

If you had concerns about the money received or given to other people, you should of addressed the matter in a more professional manner.

People, enough of this petty bickering and and lets all contribute constructuvely to what Steve and Paeo are discussing. For the good of our electorate it is imperative that we use this forum to raise important issues that will help in promoting development in Lagaip-Porgera. As Paeo mentioned, should the current member fail to make a difference in this term we have the democratic right to give another person the mandate to do better in 2012.

I'am challenged everyday when I see our people going through difficulties that sometimes could be made alot easier if we had good systems in place. There has been a contemporary Enga culture that has come about recently through the laziness of alot of young people who want to get everything from the member elect for free. Everyone thinks that the MP is the man with the fat wallet who will fix all their daily needs. How can we get services that will benefit everyone if personal favours are expected from the MP by those that campaigned hard for him to win.

I feel that it is everyones responsibility to educate the mass on the big picture. The MP elect needs to work on projects that will benefit every body not just a tribal leader, youth leader or rugby team. Let's not encourage laziness by feeding lazy people. The traditional Engan way was for everyone to toil the land and live a communial life to help out each other. It needs a radical generation to carry out sweeping changes to the mentality that is so prevailent today to depend on the MP elect for everything, even to buy a packet of rice and a tin fish for dinner for his supporter.

Lagaip-Porgera MP puts record straight

Allow me to respond to the misconstrued and inaccurate allegation raised by one Publo of UPNG (Post Courier, Friday, November 30) against the MP for Lagaip-Porgera Philip Kikala. Publo has apparently relied on reports by your newspaper over a month ago which wrongfully publicised that the MP had donated K5000 to Donald Kaiwi’s fundraiser for the world bodybuilding championships. However, for the benefit of the concerned public, the fact remains that Mr Kikala donated K1000 from his pocket and the alleged contribution of K5000 was from another notable Engan MP.
The MP who comes with vast experience in the government bureaucracy and an enviable academic record in economics, already understands the issues inflicting his electorate, province and country.
Mr Kikala through his district development plan for the electorate has already prioritised the issue of HIV/AIDS, by establishing a HIV/AIDS monitoring unit that will be responsible for setting up testing kits and equipment to be entrusted to the care of the Niungu and Paiam based hospitals in the respective Lagaip and Porgera districts.
The HIV/AIDS monitoring unit will also be responsible for providing the needed services such as awareness, counselling, and ongoing facilitation of the health centres within the electorate. The issue of tribal fighting has also been catered for in the Lagaip-Porgera district development plan by the facilitation of police. The MP himself has also been vocal against tribal fighting before and after his election.
Publo and his cohorts at the UPNG should swallow their pride and accept that public funding will not be granted to a bunch of bigheaded university students intending to put on a show that may do more harm than good for the general public.

But before I clock off on that issue, I just want to announce that I will invite Steven Kikala and other interested persons like Anul, Miok Rut and etc. to come to the presentation of the Enga Student Association’s awareness report(i.e.: if you have time) here at UPNG (Main Lecture Theathre) at a later date. We will give our report to National Aids Council, World Vision, AusAid and many others business houses, academics, individuals, and students.
I just fought for one cause: And that is to fulfill ESA’s vision in combating HIV/AIDS and Tribal Fights in our LITTLE ways with our little brains.
Steven must know that I went to the dailies because you have said we were incompetent. We are not transparent and accountable. YES, YOU MAYBE RIGHT!!!
We will prove that to the some BIG time corporate agencies. You can come and witness that.
And on that money issue” How much is given is out of the topic. Whether it was K1000 or K5000 or K10 million, and whether it was from his wallet or bank or Electoral Fund or Electrical Fund is out of Enga Ombudsman’s concern.
My concern is “yesterday you said no money to your fellow Engans who look upon you and today you supported a sports man whose father is your boss.
That’s all my point all the way. Enga Ombudsman does not mark around.

Sex outside marriage is risky behaviour

SEX before marriage in young life is dangerous as it involves high risk of contracting HIV/AIDS amongst the school-aged youngsters, Wabag MP and Minister for Foreign Affairs and Migration Samuel Abal said last week.
Mr Abal, who attended several graduation ceremonies of different schools in Wabag, said having sexual affairs while at school was very risky as their lives are in real danger.
He told the students attending Wabag Secondary and Birip Primary schools not to have sex outside of marriage because they have a long way to go in life.
“I do not want to see the population of Wabag and Papua New Guinea decrease just like I noticed recently in Uganda in African when I visited there.
“The population in the 30-40 age group in Uganda was wiped out as a consequence of being infected with HIV virus.
“Let us look after ourselves,” said Mr Abal.
“You must be seriously thinking about your life, education and future. It’s now time to change your attitudes and say no to HIVAIDS,” Mr Abal said.
Meanwhile, he revealed that some of the run-down aid posts and health centers in the district would be funded to help people fight against HIVAIDS and other diseases.
He said he would allocate funds to rehabilitate and build new aid posts to ensure every community was fully aware of HIV/AIDS.
“I am very concerned that many people in Papua New Guinea were living and dying from HIV/AIDS so let us be warned and have sex only within marriage,” he said.

Multi or EO, who ever you are, you better make yourself bussy in an ASian shop as a shop assistance for next year's beer allowance. I have read all your arguements and it does not qualify your stand and does not substantiate your perspective. It is not your business to mind ones' (PK) expenditure lists. Can't you even hide your face in shame when his son, SK tells you off with factual figures? SK is one of those academic elites in Enga,and should be respected for his statue as well. He might be right when he tells you he is the first consultant. I guess you shoulkd know who the Kyakala family is, before you propel your shallow and yet narrow arguements that does nothing but ignites hatred and draws negative impression on you, mr. multi EO.As SK have said, you have yet to finish schooling so you better concentrate on your school work and later when you become the boss in an enterprise, you can sponsor your elite association, because, you can't look beyond horizons to seek funds for such a activity. Otherwise, yoiu will be the next first person to complain for Ipatas' money to sponsor yourself for next academic year.
