Don't understand 'nationalise' in the context in which it is being used. Normally, nationalisation occurs in a situation where land and business is taken away from private ownership by government for the purported purpose of promoting social jsutice for the citizens of a country. Robert Mugambe's government in Zimbabwe is an example of one that went on a massive nationalisation exercise.

Land remains PNG's most underutilised economic resource. Any plan or move to utilise the land for commerical reasons while retaining harmony with cultural land ownerhsip values would certainly be a welcome news. One writer states that cultural land ownership in PNG and all other Melanesian nations is an entrenched obstacle to development. The Governor could be assisted in constructing formal devices that will safeguard the ownership rights of landowners but at the same time land is made available for productive purposes where landowners could also benefit.
