Honestly I have never heard of plucking a little child's eyebrows. Maybe moms do it and don't talk about it? I've never heard of it before.
Most kids don't really have hairy brows anyway...maybe it only LOOKS like they've been plucked?
I wouldn't do it if I were you. I know you want her to have better chances, but it just sounds...painful. I mean it hurts for us adults tweezing our eyebrows, I can't imagine a child, especially a toddler, having their eyebrows done. Ouch, that would hurt.
So, I would not do it if I were you. Even if the other moms are. But honestly, I have NEVER heard of any child in pageants having their eyebrows plucked.
