Der kürzlich von US-Präsident Bush zum Sonderberater für Computersicherheit berufene Richard Clarke nahm dort Stellung. Zwar werden derzeit in den USA immer mehr SmartCards für eine sichere Identifizierung eingeführt; eine landesweite ID-Card, wie von Oracle-Chef Larry Ellison und Scott McNealy von Sun Microsystem vorgeschlagen, trifft aber noch auf Skepsis. Richard Clarke mochte sich zu dem Thema noch nicht festlegen: Die Regierung plane keinen einheitlichen Ausweis für alle US-Bürger. Clarke kann sich aber eine Reihe spezieller Identitätskarten mit biometrischen Daten zumindest für den Einsatz im Flugverkehr und an der US-Grenze vorstellen. Der Sonderberater verteidigte auch seine Idee eines regierungseigenen Computernetzwerks, kurz Govnet. Es soll unabhängig vom übrigen Internet sein und damit weniger anfällig für Angriffe von außen. Damit meint Clarke insbesondere Denial-of-service-Attacken, die es auf Regierungsstellen abgesehen haben, wie jüngst der Wurm Code Red. Auf den Einwand hin, auch ein abgetrenntes Netz sei nicht immun gegen Angriffe von außen, meinte Clarke, zumindest würden Viren erst Stunden oder Tage nach dem ersten Auftreten im Internet auch im Govnet auftauchen. Ein Unsicherheitsfaktor sind auch die Regierungsmitarbeiter selbst. Um zu verhindern, dass sie durch ihr Verhalten unabsichtlich oder auch beabsichtigt Sicherheitslücken schaffen, sollen sie vermehrt kontrolliert werden. Mehr Sicherheit würde auch mehr kosten, betonte Clarke. Heute würde wesentlich mehr Geld für Sicherheit ausgegeben als noch vor sechs Wochen. Aber auch wenn die Kosten mehrere Milliarden betragen: Das sei ein geringer Betrag zu dem, was es künftig kosten würde, wenn keine Sicherheitsmaßnahmen eingeführt würden. Zu den Kosten zählt Clarke auch, dass die Freiheit der US-Bürger im Rahmen der Anti-Terror-Maßnahmen des Patriot Act eingeschränkt wird Smartcards, Govnet and the freedom of the US-citizens Nationwide uniform identity cards for US-citizen and the Govnet planned by the US-government are among other things subjects of the Trusted Computing Conference arranged by Microsoft in the kalifornischen Mountain View. It should be independent of the remaining internet and therewith less susceptible for attacks from without. Therewith Clarke especially Denial-of-service-attacks that saw it on government place like lately the worm code speech means. On the objection there, also let a detached network be not immune against attacks from without, meant Clarke, at least would emerge viruses first hours or days after the first appearance in the internet also in the Govnet. Also the government colleagues themselves are an uncertainty factor. Over to prevent that they create security spaces through its behavior unintentionally or also intentionally, are supposed to be controlled it increased. More security would cost also more, emphasized Clarke. Today substantially more money would be issued for security than yet six weeks ago. But also if the costs amount to several billions: let that be a slight sum to that, what would cost it in the future if no security measures would be introduced.
