The TWIC could potentially be issued to more than 12 million workers at airports, seaports and other transportation centers. The aim is to create a single, highly secure ID card that can be used at all U.S. transportation facilities, so that truckers, for instance, do not have to carry a different credential for each location. A three-month planning phase is scheduled to begin soon, during which TSA will decide which technology to test at which facility, Charney says. The major card technologies the TSA will investigate include linear and two-dimensional bar codes, optical stripes, smart card chips, and magnetic stripes. One airport might test smart cards and optical stripes, while another might look at 2D bar codes and mag stripes. The TSA has also committed to a Registered Traveler Program, or "trusted traveler program," which could reach million of consumers who agree to background checks so they can move through airports quicker.
