My opponent has made answering this question easy. I am more qualified than my opponent to be state's attorney because of the following:
First, I will not lie or misrepresent the facts. My opponent at the Fraternal Order of Police Candidate's forum lied to get the endorsement of the FOP. He told the FOP I supported and testified in favor of legislation which which would require the police to videotape or audiotape all confessions. As if it were not bad enough that he lied about my position consider this, he intimated to the FOP that he testified in opposition to the bill and the bill was defeated and that his testimony was instrumental in the bills demise. Noting could be farther from the truth. Mr. Collins was caught in this lie by a Washington Post reporter (Aug. 29, 2002)who interviewed Del. Dana Dembrow, the sponsor of the bill, who verified I testified that I was not in support of such legislation. Mr. Dembrow told the reporter that it was my testimony that lead to the his withdrawing the bill. So my opponent not only lied about my position with respect to the bill, he tried to take credit for what I accomplished. These facts are corroberated by affidavits sign and sworn to by two of Mr. Collins fellow democrats. They are available in my office for inspection. I sense their is something very unhealthy about the relationship between the police and the state's attorney when Mr. Collins had to lie to them to get their endorsement. Furthermore, I know that the truth is an ally with justice and without the truth and truthful people there can be no justice.

Secondly, in a recently published article about my receiving old plywood from a former commissioner who had been convicted of a criminal offense, Mr. Collins was quoted as follows "It's troubling for a candidate for state's attorney to make political allies of convicted criminals ...." Mr. Collins made this statement after he had a repeat offender attend a fundraiser for him this past summer. What is worse, the repeat offender had criminal charges pending against them at the time. How much more hyprocrisy is there? As your state's attorny I will not practice hyprocisy.
Thirdly, regardless how you feel about how I perform as state's attorney I will never use my position to interfere with your constitutional rights. If you don't like what I do feel free to exercise your first ammendment rights and have the local newspapers print your letters. Contrast my position with that of Mr. Collins who as the sitting state's attorney asked the Maryland Independent to stop publishing letters critical of his handling of a recent case. I believe it is the job of the state's attorney to protect your constitutional rights, not interfere with them.
Finally, I recognize the limited effect a prosecutor can have on making our community free of crime when he chooses to sit behind his desk and respond to crime by prosecuting cases after they occur. Yes, it is the job of the state's attorney to prosecute crime but there is so much more that can be done. I plan to do more than just prosecute crime. I will implement a comprehensive multi-faceted approach to prevent crime and make our community safer and a better place to live. My program has been tested and proved sucessful while I served as the homicide commander in Washington, D.C.
