drake - i'm not sure that webtv devices allow users to download files. i don't know much about webtv except that it's html support is very limited.
as for posting them in ms word format, i'd strongly suggest adobe pdf format that way you can lock the file and prevent anyone from changing it and uploading it elsewhere in that changed format.
i'm out at webtv's website now and noticed this:
