I guess it is possible to create something like NationStates, only far more complicated and connected to the real world. The problem is that it will take a hell of a lot of time; NationStates took 4 months to program, although it was mostly the product of one programmer. Speaking of NationStates, this game you're talking of can be used in addition to a book; just like NationStates is essentially a promotion tool for Jennifer Government, so can this game be a promotion tool for the Liberal Manifesto.

Moreover, this web game can also be some kind of a shadow government (not in the sense of Bush's shadow cabinet, but in the sense of what opposition parties frequently do, namely "appoint" prominent opposition-party members as shadow cabinet members who are supposed to offer concrete alternatives to their respective ministers' policies). Every time there is some huge event like 9/11 or a statistical research revealing a key problem in society, this shadow government can react in the case of events or calculate what the results of the research would've been had the shadow policies been pursued and react accordingly.

Unfortunately, my computer knowledge is rusty. I'm only good in programming insofar as a mathematician needs to be familiar with software that generate various mathematical functions, usually complex iterative ones that one then puts into a mainframe computer in the 30 minutes' slot he is given.
