以小弟經驗話比我知, 考章程序只是一簡單方法, 由團長向區專章秘書提出再由專章秘書搵主考. 有時候, 有關團長可為主考人. 在成員經考驗合格後, 但將結果上報區會, 再由專章秘書簽發 [白表] 便完全整個考驗程序.

我睇你區會想撑握所有考章既生殺大權, 以後幫成員考章可能難過登天. 亞堅, 你今次大大鑊. 長遠計, 可能影響成員數目和團體精神.
