Subject: 高興又失望

高興的是：作為全港最大的制服團體，社會發生重大事件有須要履行義務，而總會終於有所表示。
失望的是：還是否需要簽訂甚麼甚麼義工，唔通我們宣誓時的誓言是在唱歌，所有紀律部隊入職時宣誓，也可以不依循？
眼見前線醫護人員的工作，他們不是不害怕，而是一份專業精神驅使他們無懼怕，而我們還左顧右盼卻有點使我感到蒙羞。

I guess the fact is twofold : 1. inusrance; and 2. contact.

Insurance, our HQ got no choice, we must sign a disclaimer, otherwise the HQ will be in great trouble when claims arise.

Yes, we have around 100,000 scout leaders and scouts now, but you never know who will come and who will prefer to stay at home. HQ at least needs the phone numbers of those volunteers.
