I don't suppose we'll ever agree on this topic. However, I don't see any possible way, even if pols had the best interests of the country at heart could plan for the floods we've experienced this year or the hurricanes of Katrina or Rita and other national disasters.

I can hear the calls that would come in telling that particular state to tighten their belts and get over it. Such are the games of politics.
