"Cough! Cough!" How old are you Linda? While some 21 years out of date, just think of it as one of Russell's jokes, by the presumed time of the film, that was the standard uniform for a British scout or boy scout, up to about 1967. Not sure about the hat, though. I do know a website that gives some information on the uniform of the British scout or boy scout. Let me check on it for the hat, and I'll get back to you.
