Ermys i read your post and was wondering what would happen to a council members if the HM's decided he shouldnt be on the council for whatever reason?

That's where an impeachment policy would come in to play. Any member can informally bring up an impeachment, but an official impeachment can only be called for by an HM. That HM can inform the others of complaints, and a simple majority vote from the HM's would take place, with the consent of at least one of the other council members, after the offending council member has plead his case.

Marx-
well what if that council member didnt really do anything really bad but didnt really have the time or effort to be a CM?
what would happen to him? would he have to join someones house?

If a council member didn't have the time, then he wouldn't inform the rest of the council and the HM's of his decision and step down. A vote would be held and a new council member elected. If the new council member had a rank (say the new council member was a HM), the old council member could fill in that rank if he so chose.
