Neo can only alter the matrix. Therefore to "telaport" himself around the matrix would be impossible as he would have to total alter the matirx around himself, so other people would be tranported to different places as well, and say loadsa people could get dumped in the sea or on to spikey things and so no. Therefore it would be to much of a risk 2 do this.
