Personally I like the idea of a waiver draft, however I think we should be doing something like 18 skaters and 2 goalies with a cutoff of 25 (as that is where the rookie status ends in the GWHL). That allows for a bit more flexability between forwards and defensemen and let's people keep their youth.

It would also allow the lesser teams in the league to make a claim on a player who might not be rated well now but could be in the next ratings. In this format I'd vote for a waiver draft.
