Actually, only two teams lost UFAs before this season, myself and Victoria.

The main problem is that the UFA signing period doesn't really make much of a difference in this league. In the NHL, UFAs rarely stay with the team that they are with, while it is just the opposite in the GWHL. Maybe a waiver draft would remedy this problem, or maybe we need to adopt a rule that states that a certain percantage offer to an UFA above what the player currently earns results in an automatic loss of that player (I know Stephen won't go for that, though).

I'm not opposed to the waiver draft. We could do it 18-2, or maybe just 20 players, in general (any configuration).
