After giving this a lot of thought and deliberation, here is how it's going to break down.

As of right now, if Player A is listed in the sim at a certain position, the GM of that team will have the option of keeping him in that position whether or not he is listed as such in the Forecaster. However, if said player currently occupies a postion not listed in the Forecaster and the GM changes him to one that is, HE MAY NOT BE CHANGED BACK TO A POSITION NOT LISTED IN THE FORECASTER.

As for when positions can be changed that rule will remain the same. Anytime during the off-season and only after a trade affecting said position during the season.
