I believe that is as low as welders go... with the current technology. (no pun intended) Why you want such low current?

I was playing with my HTP Invertig inverter (welding aluminum coke cans) and found that starting the torch was best achieved by putting the filler rod on the grounded coke can, then starting the torch (at 4 amps) on the filler rod. After the plasma torch was started, I would move the flame onto the can, then crank it up to 12amps to start it welding. Using lots of filler rod to cool the puddle, I was able to weld the coke can. It is important to have a good contact with ground when the torch is on the filler rod, unless you like the tingle that 25 volts gives you!
