I worked for a company that built aluminum tanker trucks and trailers and what we did for cracks was to drill holes on either end of the crack to stop it, grind a bit of the crack out then tig the missing material back in. On a situation where a doubler plate was needed, still drill the crack on either end, then weld the plate(or tube as the case may be) over it. A full weld was not usually needed for a doubler.
