Check with a volt meter your source of supply, it should be between 220 to 240 volts.
Check on your welder the connections, most welders in tha range will accept differant voltages, your welder might be set for a higher voltage 440v as an example. Check your manual for proper terminal connections.If all check out may be your welder is defective. I have looked in the Lincoln site manuals list, I could not find the model that you have. Are you sure of the model number? Is this a 10 years plus machine? to many questions without answer for me to say something else.
