I wouldn't consider your hood backwards. We only just recently started having hood administration (taxes, fees, etc) in an effort to help support the hood's activities and curb the upward creep of simoleans.

Our community lots aren't used as much either-we're thinking of implementing Family Day as the TS1 used to do, where one day a week the families are encouraged to go to community lots-we're also working on creating events at the lots to encourage visiting.

Wow that sounds interesting, I will have to look at some of your hood's photos.
