In our hood we encourage marriage to local non-residents (sometimes refered to as townies or npcs). This way, we can add new blood to the population without immigrating a large number of new families. Most of our families have only 2 or 3 children. If the sims born into the hood were only allowed to marry each other than our population would see only small growth, if any at all, and it wouldn't take long before everyone would be too closely related to marry or produce children. But allowing sims to marry outside of the resident families, increases the population without increasing the number of children born to each family.

This has become very important with the addition of a local university and a downtown. These places give young, unmarried sims more opportunities to meet other sims outside of the local residents.

We also encourage unique names for households. It's not an official law, but it is strongly encouraged. Instead of one household per surname, we have a rule that each household should be registered with a unique household name. The family's household name and surname aren't necessarily the same. For example, the Artist family had two sons. Their eldest son married a local nonresident with the last name Bendett. Before they married she registered the household with her maiden named, Bendett. Then when they married they both took his last name, Artist. The younger son married another resident. They took his surname and registered the household under his name, Artist. So we have two households with the same surname, yet different household names.

I'm not sure if our way of doing things would be right for your hood, but I hoped it might help you come up with some fresh ideas. It sounds like some regulations need to be changed to keep your hood strong. Best of luck!
