In Apple Valley, a bunch of sims approached the hood council about building such a home since the family homes were becoming crowded with fresh graduates. They simply built a four bedroom/four bathroom home, each bedroom has a Myne Door (or two, depending on how many sims share the room) and a private full bathroom. The doors are locked, so each sim is in charge of cleaning thier room and bathroom. Downstairs there is a rec room with TV, books and dart board and a kitchen. Rent is $250/simday and includes the room and food and access to common areas. (cleaning/gardening/maintenence fees are included as well). I know Simmerville has a retirement home that your hood can use as a model (http://www.hinsides.no/simmerville/services/bon_voyage/index.html)
