Do any hoods have any welfare policies? If so, what are they? How do you determine which families get welfare or aid? How do you distribute the aid? Do you charge taxes?

We're thinking of several options-more low cost housing/apartments, temporary aid for bills, low cost nanny service to families with children but NEED to work, fire insurance, unemployment aid, etc.
