Thank you all for input. I am a hood council member with children as my particular field, so I was happy to read response even from Sims with the community aspect in mind. I think it would be a good thing if there was a rule involving child neglect, I think the Social Workers are no longer around when you need them. I will suggest to my hood council that we start charging a fee whenever a child is reported neglected. I'm just not sure how we can arrange it as we don't have the money transfer ability any more.

The local situation has changed as the oldest child is now a child and able to look after himself, and a new adult just moved in with the household. I hope the youngest baby will get more cared for with 3 adults around.
