Sorry, but due to the subjct I'd prefer to be anonymous.

The other day I visited..., let's say a neighbour, and in the house there are a baby and a toddler. I was quite in shock when I noticed the children being asleep on the filthy kitchen floor, next to dirty diapers and old milk bottles. The... adults... didn't seem to care at all! We were served a rather simple dish in the kitchen, while the others were busy eating I excused myself pretending I needed to go to the bathroom, but I sneaked around, went even upstairs, to find that there wasn't one single item that you would expect to find in a home raising children. No cribs, no changing table, no toys! I returned to the kitchen, but was absolutely not hungry, as all I could think of was those innocent babies being neglected.

So, I'm facing a dilemma, what should I do? Because of my position I feel I ought to do something. Does other hoods have rules concerning raising babies? I know the Social Workers will deal with the situation, but I don't think those babies were starving.
