Here's my opportunity to expound upon Response to Intervention for those of you who may not be familiar with it. In order to reduce the misdiagnosing and overdiagnosing of students with Learning Disabilities, the Individuals with Disabilities Education Act (2004) developed a method called RTI. This method will shift the focus of a Learning Disability Diagnosis. Currently, the discrepancy criterion is used to determine eligibility for Special Services, meaning that a student has to have a significant discrepancy between his or her ability (IQ) and achievement test scores. With RTI, the focus will shift to instruction within the classroom. The idea is to make instruction more effective with interventions in order to try and help the student succeed rather than merely putting a label on them.
