I am unsure of the entire procedure. I didn't have to go all the way through it...I just had to get the temporary 30 day one. For that one I was the only one in front of the judge. He ended up never being served the restraining order, and I didn't go to court for the one that would last a year, because before the 30 days was up, he had gotten himself into the department of corrections...so I was safe of him attempting any type of contact.

Every state is different. You might want to ask those type of questions to the place in your area that can help you get the RO.
