He is lying to you which is what addicts do - constantly. There is no such thing as an occasional user - just a chronic, pretty much. He can't just stop on his own, either. He pretty much has to get into some type of program but before that he has to be ready. The fact that he had lots of drugs on him sounds like he's dealing, too. Either way, he is in denial big time.
Many recovering addicts feel that rehab doesn't work and they are partly right because nothing works if they don't want to clean up. There is no cookie cutter approach but one thing for sure is that they have to suffer any and all of their consequences. Get out of the way of his due suffering that is the path to their learning. There are a lot of helpful tips on this board but mostly you have to remember to detach from him and this insanity that comes with people that use meth. It's the only way to take care of yourself. Detaching and boundaries are good.
