Subject: I need advice, I think my previous owner is haunting my home

I have been told by my neighbours that the previous occupant of my home was a very houseproud widow, she was as sharp as a knife when selling this home to me, however ever since I have moved in 5 years ago aprox at the same time each year all the bulbs go starting in the kitchen, thro to the dining room then the living room. this year I have noticed that there is a strong smell of cigarettes, really strong, I'm a non smoker and its only present in the living room or my bedroom-not in my teenagers room!! I have been aware of cold patches on the settee next to me.
Ive tried the ususal good manners of asking this person to leave, and sented candles. but alas. I have seen a ghost in the house, but it was a strangly dressed man,who was standing over me when I awoke on hearing very loud almost party chattering, I threw my duvet over him as he startled me but I was astounded that I was not afraid, had this been a dream I would not have been so calm or have the presence of mind to search the bedroom with the light on, so can you help me help them??
