I posted an answer here once already but it didn't seem to take. So here goes again.
Absolutely no women should wear Tallit or Tifillan. In the Targum Johanaton it says clearly that if a woman wears either that they are "an abomination unto the L-rd". A pupil of the Great Rabbi Hillel himself wrote this Targum. This dates back to the Second Temple period and was the teaching of the Pharasitical sect. So why should we listen to the Pharisees? Because Jesus said that we should. He said exactly this "Do as they say". Yes, He went on to say don't do as they do but we always miss that first part.... "Do as they say". Well, what did they say? They said women can't wear Tallit or Tefillan (Teffileem). Even besides that there is no evidence at all whatsoever in the Bible that a woman ever wore one. However, we do see evidence of the men wearing them... including Yeshua Himself.
Some Rabbis try to say that the Bible says that G-d commanded the "B'nay Yisrael" to wear them. They are interpreting B’nay" as Children... that being women and men. However they are failing to point out that B’nay can also mean "only men". So there is absolutely no proof at all that women were wearing them in Biblical times. But there is proof that the Pharisees said it was a no go (Johanaton).
