Yes I have a solution for those who might be future victims of crime. It's called an armed citizenery of law abiding citizens. In Tucson, Arizona the laws concerning the right of private citizens to own a gun is lax. City officials know full well law enforcement can not be at your calling at all times. This includes emergency circumstances liken to a severe enough earthquake.
There is no guarantees that law enforcement will be there at your calling when these times happen when you need the police. It's up to you to assume your own responsibility and the protection you must provide for yourself, family and sometimes neighbors. This is why I favor private ownership of firearms because of a needed backup.
Funny you fail to answer any questions and documentation I gave about these crime ridden areas of Washington D.C. and or Oakland (Dogtown). This tells me something definate, because I suspect you have no answers concerning this. This holds true with the high rate of crime in England as I illustrated to counter your argument.
I favor the Right to Bear Arms and self protection. Many groups in the NRA favors the same idea including a women's group that favors private gun ownership; Sisters For the Second Amendment.
