theres unfortunately no way that a salary cap could be policed efficiently. what about a points system that they talked about in the nrl a few seasons back. players start with say a base of 10, then lose or gain points according to their playing past. for instance, a local junior may be deducted 8 points, playing for the same club for 5 seasons may lose 5 points. on the other hand recent nrl experience may gain 8 points and so on. the clubs are given a total which they must stay under, say 60 points. would be far easier to police.
