The problem is that you are never going to be able to control a club's spending. Perhaps there should be criteria set in place for both tooheys league and TNC along the lines of a points system. Australia, State, NRL and local rep players be given a "points" allocation with clubs only allowed to field teams which remain under a certain number of points. Maybe TNC players must meet criteria of never having played first grade. Might be harsh, but might be the only way to control the issue.
