Of course the big guns like Collies would not give a shit - who cares, but if it is in place, a simple process of providing audited accounts to the league annually would at least ensure all clubs were be prudent. this is the best way to protect the long term interests of clubs. They all know what they can spend on seniors, and then can perhaps even puch surplus funds into junior development, which takes on a greater priority under a cap.
