Hi Jaimee,
this is not what I would call normal behaviour especially if she used to live with the other dog. Initial shyness with other people is not unusual however, you would expect the dog to get past that with time and reassurance.
It is very sad the Dre killed the puppy I can only assume she chases cats as well? I would say this is probably her nature...bit of a hunter. Given that you define this as a behaviour problem, why would want to breed her and potentially produce more dogs like this? As I have seen over the years that temperament is VERY inherited
