Have you had him checked for entropion, this is where the eye lid rolls into the pupil? 2 out of 3 of mine had this.
Also, with the "pimples" "water blisters", it won't go away unless he is on antibiotics for the rest of his life and more than half the time that doesn't work. One of my Peis has this and it is for the most part, harmless, keep him bathed with an oatmeal shampoo and use cool water to do so.
