Note that one particular circumstance in which a dog is required to be on leash in the National Forest is "in the presence of a Forest officer". Since you can't be sure where you might meet one, the leash should be handy. Now of course the officer may waive this requirement if they like dogs or it is docile, but some rangers (like some other people) want no dogs period and they can issue a citation regardless of behavior.
