Actually I don't think it's Miyazaki at all. ;) Not all Ghiblis are done by Miyazaki, but in general I think they are very good. Mimi wo Sumaseba, my favorite one (which is also, incidentally, loosely tied to this one because of Baron), was not directed by Miyazaki at all. Neither was Tonari no Yamada-kun, which I found very enjoyable even if the art style is not that appealing.
Having said that, I don't know how good this particular film is, but it's on my want-to-see list!
