Actually, IIRC there are some anime (if not all...really I'm unsure) has the audio done first and then they animate based on that. I believe I heard/read this somewhere where it was contrasting US animation where we animate and then voice actors match lips.

If this is true, that would also hurt dubbing further since the animators didn't "re-animate" the show with the new voices/lip movements. Instead, the opposite is done.

No, I agree. I only say creator because he is the "top" person who I respect the most, but by all means the entire creative production team should be within that.
