I don't know for the cheaper American cartoons, but at least Disney records the voices first then animates. I think they even have the animators watch the recording session (or maybe it was videotape the voice actors as they're recording?) so they can add in facial expressions when animating that particular section.

From what I've heard, with anime they animate first and then have the voice actors record. If you watch carefully, the mouth movements don't always match what is being said, but Japanese don't care 'cause they are not as anal about lip synching I think.
