Of course, they could just cancel Angel, move all of them back to Sunnydale and make everyone happy. Angel's only allowed to be in love with one person and she's on a different network!!!! What happened to "in 243 years I've olny ever loved one person..."? That should say it all. The whole A/C thing is pretty ridiculous and it just needs to stop now. As for a crossover- Have Buffy and Spike go to L.A. to talk to Angel about the whole soul thing. That way Buffy finds out about Connor and Angel finds out about the icky Spuffyness. They could continue it with phone calls advising eachother. Buffy on how to deal with a crappy teenager. And Angel on how to deal with a soul. All will be well. If they build the relationship back gradually it would be believable to have one of them end up on the other show when one series ends.
