Mr. Davis, in his own words in articles and books which I have read (NOT the internet), does consider himself a guru-successor to Yoganandaji and does offer guru discipleship to students who are so inclined. This is not something he is being sneaky about, as one might get that impression from Vijay's comment. On the contrary, he is quite up front about it.
